In general, the basic duty of a self-governing region is to take care of the all-round development of its territory and the needs of its inhabitants. This obligation is implemented by BBSK through its competences in accordance with Section 4 paragraph 1 of Act No. 302/2001 Coll. on Self-Government of Higher Territorial Units (Act on Self-Governing Regions), as amended.
An essential prerequisite for the active implementation of the programme priorities of regional development in the Banská Bystrica Self-Governing Region (hereinafter referred to as "BBSK") in 2018 - 2022, approved in March 2018 for the area of transport, tourism, social economy and increasing the employability of graduates of secondary schools under the jurisdiction of the BBSK, is the building of professional and project capacities that will enable targeted and efficient allocation of funds from the BBSK's own resources as well as from external sources, especially from subsidy mechanisms.
The practice of other independent regions (e.g. Prešov, Žilina and Košice self-governing regions) shows that the establishment of an independent legal entity (a non-profit organization providing general-benefit services according to Act No. 213/1997 on non-profit organizations) is a suitable instrument for achieving development goals. Moreover, such an entity will enable the current restrictions of the BBSK Office in obtaining and drawing funding from the European Structural and Investment Funds (hereinafter referred to as 'ESIF') to be removed.
Therefore, the BBSK Authority decided to establish the "Development Agency of the Banská Bystrica Self-Governing Region" (hereinafter referred to as the "Development Agency") with the legal form of a non-profit organization as its sole founder.

The subject of the organisation's activity is the provision of services of general interest to promote regional development and employment.
The Development Agency of the Banská Bystrica Self-Governing Region, n.o. (RABBSK) was established with the consent of the Regional Council to establish the non-profit organization RABBSK, n.o., Resolution No. 38/2018 of 26 April 2018. Following this approval of the documents for the establishment and activities of RABBSK, n.o., the registration of the organization in the register of non-profit organizations was implemented on 22.5.2018.
