PROJECT DESCRIPTION

Main objective of the project: to contribute to the reduction of the number of young people aged 15 to 30 who are in NEET situation, i.e. young people who are not in employment, education or vocational training, with emphasis on those who are inactive, i.e. not registered at the labour offices. The main activity of the project is the procurement of a regional analysis, which will become the basis for the establishment of a formal regional partnership, the creation of a regional action plan, as well as for the identification of a location suitable for the establishment of the eighth JKM in the BBSK.

The target group (CS) of the project is, in the sense of the Council Recommendation on the Bridge to Jobs - Strengthening the Youth Guarantee: young people in NEET situation, aged up to 30 years, who are neither in employment nor in education or training; young people at risk of NEET situation: Primary and secondary school pupils, including those with SEN; young people with disabilities; young people from the MRC; young people, third-country nationals, including migrants; young people who have attained less than secondary vocational education; young parents; young adults leaving the CDR; young people who have completed a prison sentence. In the sense of the Council Recommendation establishing a European guarantee for children: children in need. The output of the project will be the procurement of a regional analysis for the Banská Bystrica self-governing region, which will become the basis for the establishment of a formal regional partnership, the development of a regional action plan, as well as for the identification of a site suitable for the establishment of an eighth one-stop shop for youth work.

Main activity: acquisition of a regional analysis, which is the basis for the establishment of a formal regional partnership, the creation of a regional action plan, as well as the identification of locations suitable for the establishment of the so-called "Points of Single Contact" (hereinafter referred to as "PSCs") for youth work.

The main activity will be implemented as follows through two sub-activities:

1. Procurement of a regional analysis on young people at risk of NEET and in NEET situation in BBSK. In the framework of this activity, in the initial phase of the project, cooperation will be established with a college/university, research institution that has proven expert experience in similar research in the sociological field. The research institution will prepare a regional analysis on young people in NEET situation and at risk of NEET situation in the BBSK in accordance with the document "Structure for the preparation of regional analysis on young people at risk of NEET situation and in NEET situation", which forms Annex 13 of the call for proposals under which the Application is submitted. The project expert team will participate in its creation and monitor its progress throughout the implementation period in the role of commissioning and contracting authority. Once the regional analysis has been produced, we will ensure, through the opinion of an independent expert, an assessment of compliance with the above-mentioned structure and an assessment of the quality of the workmanship. Duration of the sub-activity:1.2024 - 31.10.2024
2. Creation of a regional partnership and a regional action plan for the implementation of the Youth Guarantee. The aim is to create a regional partnership of the Youth Guarantee for the territory of the BBSK, a regional action plan for the implementation of the Youth Guarantee through a participatory approach and to ensure the sustainable functioning of the regional partnership after the completion of the project activities. the initial phase of the project will create a formal structure of the regional partnership under the auspices of the VUC. The Regional Analysis produced by the research institution will assess which relevant regional level partners should be involved in the different chambers or working groups, so that the chamber members represent different sectors, e.g. state administration, municipalities/cities, employers, social services, third sector, youth organisations, etc., and the different chambers/working groups representing the identified key actors will be formed. The members of the chambers will agree on their working arrangements and also elect representatives to the Regional Partnership Council. The initial phase will also include the preparation of the administrative documents for the draft functioning of the partnership (statutes, credentials, voting procedures, etc.) in cooperation with the legal team. A Regional Youth Guarantee Partnership Board will be set up from the selected representatives of each chamber. Duration of the sub-activity: 1.1.2024 - 30.6.2025

Project outputs:

1. A functional and sustainable Youth Guarantee Partnership established by the VDC Council:
   • a resolution of the Regional Council of the Regional Council on the establishment of the Regional Youth Guarantee Partnership,
   • partnership status,
   • Partnership resolution approving/accepting the regional partnership's Sustainable Operating Description,
   • A resolution of the LDC council approving/adopting the description of the sustainable operation of the regional partnership.
2. Regional action plan for the implementation of the Youth Guarantee:
   • Approved/Adopted by the Partnership Board,
   • approved/adopted by the local authority council (resolution of approval/adoption by the local authority council).

The project site is the BBSK territory with a planned duration of 18 months, from 1/2024 to 6/2025.

FIRST WORKING GROUP MEETINGS

During October we organized 4 working meetings of representatives of various organizations and institutions working in the region on the topic of young people in NEET situation. The meetings were attended by 41 experts from the civic and youth sector, the social services sector, the education sector and the employers' sector. We had a pleasant and fruitful discussion on the topic of improving the situation of NEET young people in the region and we will continue this discussion with the experts.
